Checked on 18 October 2026. Next scheduled review: 18 November 2026. The fees below apply to the named products and age groups, not every account offered by each bank. Your particular contract matters.
For everyday life in Poland, start with a personal current account in Polish złoty: a rachunek oszczędnościowo-rozliczeniowy, usually abbreviated to ROR. It receives your salary and pays for rent, groceries and utilities. You do not need a credit card, overdraft or business account simply to do that. First establish which identification route accepts your documents: an attractive price is of little use if an online application cannot process your passport.
This guide explains the application, compares six current banking offers and sets out what to do after a refusal. It does not promise that anyone can open an account with a passport alone. Citizenship, lawful residence, tax residence and a bank’s procedures answer different questions.
Can a foreign national open a Polish bank account?
Yes. Foreign citizenship does not itself rule out a personal bank account. However, access to banking does not mean that every bank must accept every application for any commercial product. Banks establish identity, check customer information and sanctions restrictions, and assess product eligibility. A podstawowy rachunek płatniczy, or basic payment account, has separate statutory rules, explained in the refusal section below.
PESEL is an identification number, not permission to reside. It helps match records but does not replace a passport, establish income or determine tax residence. A karta pobytu is one document concerning residence status; not having the card does not necessarily mean unlawful stay. A valid visa, permitted visa-free stay or statutory protection may provide a different lawful basis.
Distinguish your actual home address, correspondence address and registered meldunek address. They may differ. Provide truthful information and ask what evidence the bank accepts. A tenancy agreement is not a universal substitute for residence documents.
Workers and students can apply, but may document their connection with Poland differently. Discuss documents that expire soon before applying. Opening an account does not extend permission to stay or replace checking your right to work.
Documents and information to prepare
| Document or information | Purpose | When needed | What to check |
|---|---|---|---|
| Valid foreign passport | Identity | A common primary document for foreign applicants | Validity, spelling and accepted passport type |
| Dowód osobisty / national ID | Identity | If applicable; foreign EU IDs are accepted under the bank’s rules | A driving licence is not interchangeable |
| Karta pobytu, visa or another residence basis | Status and connection with Poland | Depends on citizenship, status and procedure | A residence card and a permit decision are different documents |
| PESEL and assignment confirmation | Identification in Polish registers | Often required; absence needs a separate discussion | Do not say you have no number if one has been assigned |
| Address and supporting evidence | Residence and correspondence | Evidence required by the bank | Tenancy, registration or another accepted document |
| Phone number and email | Contact and authorisation | Depends on the service channel | You must control them; foreign-number support is not guaranteed |
| Employment, study or source of funds | Purpose of relationship and AML checks | When requested | Genuine contracts, certificates and statements |
| Tax residence and TIN | CRS/FATCA declarations | As part of the application | Several countries may apply; PESEL does not cancel a foreign TIN |
| Additional evidence | Individual assessment | On request | Original, translation and precise requirements |
Before visiting, send a specific question: “I am a citizen of…, staying on the basis of…, with/without PESEL, and need a personal PLN account. Which originals are required and can you identify me using my document?” Keep the dated answer. It is more useful than simply asking whether the bank accepts foreigners.
Do not commission sworn translations of everything in advance. Establish which document is needed and which translation is accepted. Do not send your passport to a random intermediary in a messaging app. If the bank needs a document, use its verified channel and establish why it is requested.

Six banks: compare regular terms, not opening bonuses
Offers were checked on 18.10.2026. The comparison uses standard adult terms, mainly for people aged 26 or over, without temporary opening bonuses. Younger customers may qualify for different terms. Santander Bank Polska is no longer the current name for this comparison: the bank now uses Erste Bank Polska, and the account compared here is Konto Smart.
| Bank and product | Account | Card: regular fee / waiver | Important detail |
|---|---|---|---|
| PKO Bank Polski — PKO Konto za Zero | PLN 0 | PLN 10 /0 after 5 card or BLIK purchases | The card billing period, not necessarily a calendar month |
| Bank Pekao S.A. — Konto Przekorzystne | PLN 0 | PLN 5 /0: one eligible credit of at leastPLN 500 and 1 purchase with that card | Previous calendar month; own transfers and cash deposits do not qualify |
| Erste Bank Polska — Konto Smart | PLN 6 /0 | PLN 9 /0 | For 26+: at leastPLN 300 in monthly card/BLIK purchases waives both fees |
| ING Bank Śląski — Konto w Planie ING Go | PLN 0 | PLN 10 /0: at leastPLN 300 in card purchases per billing period | Separate exemption below 26; do not count BLIK as card spending |
| mBank — eKonto do usług | PLN 0 | PLN 9 /0: at leastPLN 350 in monthly card purchases | Not the archived eKonto osobiste product |
| Bank Millennium — Millennium 360° | PLN 0 | PLN 11 /0:5 card/BLIK purchases in the preceding month | One card/contactless-BLIK service fee; separate younger-customer rules |
Sources: PKO, Pekao’s tariff effective 13.08.2026, Erste, ING Go, mBank and Millennium. Product pages provide fee documents and full tariffs. Check the standard debit card: gold, additional and credit cards have different terms.
Branch or app: which route accepts your documents?
An advertised online route is not evidence that every foreign identity document is supported. Having mObywatel does not necessarily mean having the Polish mDowód: a foreigner’s document within the app and a Polish citizen’s identity document are not interchangeable.
| Bank | Practical route | Limit of the evidence |
|---|---|---|
| PKO Bank Polski | Official foreign-customer FAQ directs applicants to a branch with accepted ID; employment/study evidence may be requested | Do not apply Polish-citizen online instructions to a foreign passport |
| Erste Bank Polska | Official guide says foreigners open in a branch, not online | Residence/work/study documents and PESEL evidence if assigned |
| mBank | Official guidance includes foreign passports and supplementary PESEL/address/residence evidence | An accepted-ID list does not guarantee opening without PESEL or in an app |
| ING | Check the standard offer separately from the limited Ukrainian-refugee account | Special-account simplified documents do not automatically apply to ING Go |
| Pekao | Agree the document requirements and branch visit beforehand | A universal verified online route for all foreign passports was not established |
| Millennium | Agree accepted ID with a branch and separately ask about remote opening | Selfie/mObywatel advertising is not a promise to every foreign applicant |
Sources: PKO foreign-customer FAQ, Erste’s foreigner guide, mBank’s ID guidance and ING’s distinction between offers. These are documentary checks of public rules, not reports of personal branch visits or guarantees of acceptance.
Cash, BLIK and foreign currencies
| Product | Confirmed example | Practical implication |
|---|---|---|
| PKO Konto za Zero | Polish BLIK ATM withdrawals 0; card withdrawal at another Polish bank’s ATM PLN 10 | The same machine can charge differently depending on withdrawal method |
| Konto Przekorzystne | Own ATM 0; standard card/PeoPay at another ATM 2.5%, minimumPLN 6; first 2 domestic withdrawals 0 if conditions met | Check qualifying conditions and remaining free withdrawals |
| Konto Smart | Polish BLIK ATM withdrawals 0; standard card withdrawal at another ATM PLN 3 | Do not automatically buy an ATM package if BLIK meets your needs |
| ING Go | ING and Planet Cash ATM withdrawals 0 | Check other networks separately; colour alone does not identify ownership |
| eKonto do usług | Polish card/BLIK withdrawals of at leastPLN 300 cost 0; withdrawals below PLN 300 PLN 2.50 | Four withdrawals ofPLN 100 costPLN 10; one ofPLN 400 costs 0 |
| Millennium 360° | Own ATMs 0; other networks subject to tariff and activity conditions | “All ATMs” is not proof of unconditional free use |
All six banks offer mobile banking and BLIK, but individual functions, limits and account eligibility depend on the contract. Registering your number for phone-number transfers is a separate step: being able to generate a BLIK code does not mean incoming phone transfers are configured.
For foreign currencies, compare three services separately: maintaining a currency account, linking your card to it, and sending a transfer. Free EUR balances do not make USD SWIFT transfers free. PKO lists ordinary online SEPA transfers without a fee; for other products, check the SEPA line in the chosen account tariff rather than the price of any “foreign transfer”. This guide has not established a uniform tariff for every currency route and does not replace missing prices with zeroes.
For overseas card payments, examine the exchange rate, additional bank fee and any DCC offer from the terminal. A bank’s zero withdrawal fee does not exclude the ATM operator’s own charge. Compare the total debit in the same currency.
Choose for your actual habits
For salary payments, predictable fees and reliable access matter more than a one-off bonus. If you use a card regularly, trackingPLN 300–350 spending thresholds may be straightforward. With few purchases, keeping track of five separate transactions can take more effort. Do not buy things you do not need or split purchases simply to save a small fee.
Students should compare age-based terms and the date of transfer to adult pricing. An age exemption does not establish remote-opening eligibility for a foreign national. Without a residence card, accepted residence evidence is the first filter; card cost comes afterwards.
Cash users should check machines near home and work. An apparently cheaper account with an inconvenient network can cost more. For international transfers, compare the actual currency route and exchange rate: aPLN 0 ROR fee does not answer that question. App language and customer-service language are also different. A Ukrainian webpage does not guarantee a Ukrainian-speaking employee in your branch.
Opening bonuses and the underlying cost
An opening bonus is not a permanent reduction in fees. Promotions can have registration deadlines, former-customer exclusions, purchase requirements, marketing consents and other conditions. First assess a year of normal use without the bonus, then separately assess whether the promotion is realistic for you. We do not promise a particular reward: it is unnecessary for choosing a basic personal account.
Marketing consent differs from consent required to perform a contract. Ask about optional clauses before signing. If a particular promotion depends on consent, its rules should make that explicit. Establish how withdrawing consent affects the promotion and ordinary account servicing.
Keep the fee-information document and tariff version applying when you sign. If a new charge appears months later, compare the bank’s notice, effective date and termination procedure. An old advertising screenshot does not replace the contract but may help explain a complaint. Before closing, check the balance, pending transactions and recurring payments: deleting an app does not end the agreement.
Open the account in ten steps
- Choose a personal PLN ROR. Do not automatically accept credit, insurance or investments. Assess business-account requirements separately for a JDG.
- Get a document list. Give citizenship, status, age and PESEL details; ask whether the chosen channel accepts them.
- Prepare originals and application information. Resolve differences between passport spelling and PESEL records before signing.
- Use a branch or supported online procedure. Follow official bank links; ask about appointments, language assistance and further verification.
- Complete identification and tax declarations truthfully. Do not guess residence or source-of-funds answers just to finish the form.
- Read the agreement and tariff. Check product, card, billing period, extras, marketing consent and closure terms.
- Activate the app and card yourself. Staff do not need yourPIN or password. Check delivery details and secure receipt.
- Configure BLIK if needed. Check phone transfers, purchases, cash and separate limits; unnecessary features need not be enabled.
- Check account details and a small transfer. Save yourIBAN and, if needed, BIC/SWIFT, not your card number. Verify the recipient carefully.
- Keep the documents. Store the contract, dated tariff, account details, complaint route and blocking contacts somewhere accessible if your phone disappears.
A reserved PESEL, protected against identity theft, prevents opening a new ROR. Lift the reservation only for the required action through an official service or gmina and restore it afterwards. Reservation is different from not having a PESEL number.

Without PESEL or a residence card
No card, but a lawful basis to stay
Tell the bank the actual basis: a valid visa, permitted visa-free stay, temporary protection or another documented status. Ask which alternatives to the card are accepted rather than requesting an exception to the law. An employment contract may show income and a connection with Poland but does not itself replace residence permission.
An application for permission and a passport stamp have particular legal effects, but they are not universally accepted banking documents. Provide the exact documents, dates and status rather than relying on someone else’s experience. If remote identification fails, ask about an in-person assessment.
No PESEL assigned yet
There is no confirmed universal promise that any of the six compared products can be opened without PESEL. Ask about a documented alternative and, if eligible, a basic payment account. Never enter somebody else’s number or use an intermediary’s account “temporarily”. If you can obtain PESEL, follow the application and document guide; a bank wanting the number does not justify inventing a legal basis in your application.
Not having a number and not having the assignment certificate are different problems. The latter may require confirmation of an existing record rather than a new assignment. An optional PESEL field on a form is not evidence that your application can pass final identification without it.
Ukrainian documents and temporary protection
PESEL UKR concerns protection status as well as a number. Refugee banking arrangements may have their own target group, limitations and duration. ING, for example, distinguishes its limited refugee offer from standard accounts. Do not apply a special product’s simplified ID list to all accounts or all Ukrainian citizens.
Three monthly-cost examples

These are worked examples using confirmed fees, not forecasts for your finances. Assume a 30-year-old customer, no introductory waiver and no extra services. Only the named transactions are counted; currency exchange and independent ATM-operator charges are excluded.
| Scenario | Assumptions | Calculation |
|---|---|---|
| Little use of the card | Erste Konto Smart: no card/BLIK purchases and no other transactions | PLN 6 account +PLN 9 card =PLN 15 monthly; unchanged for 12 months: PLN 180 |
| Everyday purchases | ING Go: PLN 350 card spending per billing period, ordinary online PLN transfers, ING/PlanetCash withdrawals | PLN 0 account +PLN 0 card +PLN 0 specified transactions =PLN 0 |
| Small cash withdrawals | mBank: PLN 350 monthly card spending; four Polish withdrawals ofPLN 100 | 0 account +0 card +4×PLN 2.50 =PLN 10; onePLN 400 withdrawal instead costs 0 |
The first example shows inactivity costs, the second a waiver earned through real purchases, and the third a withdrawal threshold. Do not apply the results to another product at the same bank. PLN 180 over a year assumes unchanged pricing and behaviour; it is not a promise that the bank guarantees the tariff for a year.
Separately check SMS alerts, paper statements, urgent transfers, cash-desk services and delivery or custom card designs. If a trial becomes paid, record the end date and cancellation procedure. A zero basic fee does not remove those tariff entries.
Receiving a salary: details to give your employer
Get the details of your own PLN account and check the account-holder name. A Polish domestic account number has 26 digits; the international IBAN addsPL. A card number is different. Your employer does not need yourPIN, CVV/CVC, app password or BLIK code to send wages.
Confirm when payroll will use the new account and the employer’s notification process. When switching banks, keep the old account until expected payments and regular debits are settled. For an umowa zlecenie, check the contract’s payment arrangements rather than assuming every employment-contract rule applies.
A salary credit does not necessarily waive the card fee: Pekao also requires an eligible card purchase; other accounts look at spending or purchase counts. Do not describe a transfer between your own accounts as salary to meet a tariff. Personal ROR and JDG business payments need separate assessment under the banking agreement and business-payment rules.
BLIK and mobile banking: use them safely
For a normal code-based BLIK payment, generate a code in your bank app and approve the particular transaction. Read the amount and description: an ATM withdrawal request must not be approved as if it were incoming money. Receiving a payment does not require a seller to approve someone else’s purchase or disclose a code.
If a friend requests an urgent BLIK loan, contact them another way. If a caller claims to be bank security and demands a transfer to a safe account, hang up and independently find the bank’s official number. Caller ID and knowing your name do not prove who is calling. Do not install remote-control software at such a caller’s request.
If your phone is lost, use an official bank channel to block mobile access and relevant payment instruments, and contact the operator about theSIM. Assess separately whether cards or identity documents were lost. Keep the bank’s number outside your phone and secure access to your email. Report an unrecognised transaction promptly; see our guide to unauthorised payments.
Set sensible daily limits, enable notifications and update through official app stores. Screen protection helps, but biometrics do not replace reading approval requests. See the official BLIK FAQ and security guidance.
International transfers: a short decision guide
For euros to an eligible account with a SEPA participant, compare ordinary SEPA first. Other currencies and destinations may require SWIFT or another supported route. Matching the sending and receiving currencies can avoid unnecessary conversion but does not cancel sender, intermediary or recipient charges where applicable.
Compare the total debit and amount received, not just a “fee 0” headline. Currency-account availability, route support and sanctions checks are separate issues. Our 2026–2027 guide to sending money abroad from Poland covers documents, tax, routes and calculations in detail; those examples are not repeated here.
Why an application is refused and what to do
Reasons can include unsupported documents, missing address or tax-residence information, inability to establish identity, sanctions restrictions, AML obligations or product conditions. Failure to open with a selfie and a bank refusing any account are different outcomes. Establish which occurred.
Not every refusal automatically amounts to discrimination. You can still ask for a written explanation to the extent permitted by law and submit a complaint. Banks cannot always disclose AML details. False information, transaction splitting or another person’s account are not acceptable ways around checks.
- Record the date, branch, product and documents supplied.
- Ask exactly what is missing and whether another normal identification route is available.
- Correct genuine errors and keep proof of submission.
- Complain through the bank’s official channel with a specific request for reassessment, explanation or correction.
- If unresolved after the complaint procedure, consider Rzecznik Finansowy.
- Compare another bank in parallel, giving truthful information.
General financial complaints usually have a 30-day response period, exceptionally 60; payment-service complaints generally 15 business days, exceptionally 35 business days. Do not apply 15 days merely because an account is involved: the complaint’s subject matters. Rzecznik Finansowy explains the process. KNF supervises institutions but does not replace a court deciding an individual monetary claim.
The basic payment account: a separate statutory option
A podstawowy rachunek płatniczy is governed by Articles 59ia–59if of the Payment Services Act. It is intended for a consumer without another qualifying PLN payment account at a provider operating in Poland. Polish citizenship is not a general prerequisite: lawful residence in anEUcountry and the other statutory conditions matter.
It does not bypass identification. A valid identity document, Polish residence or correspondence address, and absence of AML/sanctions obstacles remain relevant. Opening it must not be made conditional on an additional product or a specified incoming amount. A complete application must result in a contract or notification of refusal within 10 business days.
Basic services are free within statutory limits, not an unlimited package: some transfers and other-bank ATM transactions have quantity limits, and cross-border transactions may incur charges. Ask specifically for the basic-payment-account application and tariff rather than treating an ordinary commercial application as the same request.
Six practical situations
1. Ukrainian citizen with PESEL UKR
Prepare an accepted valid ID, number/status confirmation, real address and tax information. Compare a standard ROR with any protection-specific product, including restrictions. If you have no residence card, state your actual residence basis rather than describing PESEL as a card.
2. Worker without a residence card
Agree which visa or other lawful-residence evidence and work confirmation the bank accepts. Check any required remaining employment-contract duration. PKO’s published FAQ, for example, specifies at least six months from account opening for an employment contract requested as additional evidence. This is that guidance’s condition, not a law for every bank and worker.
3. A new job and an urgent salary payment
Arrange identification and obtain your own account details, then notify payroll securely. Credit does not accelerate an ordinary salary payment. Check that the account is active and the name correct; receiving a bank transfer is not inherently dependent on waiting for the physical debit card.
4. An international student
Bring enrolment confirmation or student documentation required by the bank. Compare age benefits and the transition to adult pricing. A student card, identity document and residence basis are different. For a short course, establish how to update details or close the account after departure.
5. Regular transfers to family
Define the actual combination: salaryPLN, spendingPLN, and transfers inEUR or another named currency. Ask about that route, conversion and currency-account maintenance. Expensive conversion is not offset simply by a free debit card. Keep evidence of the money’s origin for possible requests.
6. Documents accepted, application refused
Ask for the available explanation and distinguish app failure from the bank’s decision. Complain with documents and dates. If eligible, make a separate basic-account application. Trying another bank is possible; buying a ready-made account creates new risks rather than solving identification.
Frequently asked questions
Is a residence card compulsory?
Not in every situation. Your lawful basis to stay and the documents the bank accepts matter. A visa or temporary protection may require different evidence; there is no universal passport-only promise.
Does PESEL guarantee acceptance?
No. It does not replace identity, residence information, tax declarations or bank checks. It must match your document and not be reserved during an action requiring the reservation to be lifted.
Can I open without PESEL?
Check the exact procedure. Universal number-free eligibility was not confirmed for the compared products. Do not use someone else’s details; ask separately about a statutory basic payment account if eligible.
Can I open entirely in an app?
Only if the route accepts your document and status. Selfie/mObywatel advertising does not establish support for every foreign passport. PKO and Erste’s official foreigner guidance directs applicants to branches.
Does the law always require a Polish phone number?
Do not treat it as one legal rule for every account. The bank determines support for registration, SMS and BLIK. You must maintain personal control of the number.
Do I need a credit card?
Not for an ordinary ROR or salary. A debit card uses available account funds; a credit card involves a separate limit and agreement. Do not sign for credit presented as an unavoidable extra.
Does BLIK count towards a free card?
It depends on the tariff. PKO, Erste and Millennium include specified BLIK purchases; this comparison counts ING Go and mBank thresholds using card payments. Sending a friend money is not automatically a qualifying purchase.
Why was a fee charged after enough purchases?
Check billing dates, booking, payment method, the relevant card and refunds. Pekao looks at the previous month; PKO uses the card period. Ask the bank to show the calculation for that particular fee.
Can salary arrive before the card?
Check that the account itself is open, active and has usable details. A bank transfer goes to an account rather than plastic. Identification-channel restrictions need separate confirmation.
What tax residence should I declare?
Your actual situation under applicable rules. Citizenship, PESEL and tax residence are different. Resolve uncertainty before signing; the declaration must not contain invented answers.
Can I use the account for a JDG?
Do not automatically apply personal-ROR terms to business payments. Check the banking agreement and business requirements. This guide compares personal products, not methods for avoiding business-account rules.
What happens when I replace my passport?
Update the document details and validity through a channel the bank accepts before access is restricted. Address, telephone and tax-residence changes also need timely notification under the agreement.
Where do I check deposit protection?
In the guarantee information sheet and official information about the bank’s scheme. Our BFG guide explains limits and the distinction between banks and payment services.
Must I close the account when leaving Poland?
Not always, but notify changes of address, status and tax information as required. Assess inactivity costs, phone access and closure procedures. A zero balance does not itself end the contract.
Before visiting and after opening: checklist
- Choose the exact personalPLNproduct.

Sources and review dates
Bank sources are linked next to the comparisons. The legal basis is the current Payment Services Act, Articles 59ia–59if. Terms were checked on 18.10.2026, with review planned for 18.11.2026 or earlier after changes. The comparison includes Pekao’s tariff effective 13.08.2026. Promotions, archived products and rules with future commencement dates are not presented as current terms.
This is a comparison of public documents, not guaranteed approval. Unconfirmed remote procedures for particular foreign documents are identified explicitly; missing currency-route prices are not invented. Sources underwent automated editorial checking, without claims of personal banking experience or individual legal advice.
