Your child does not have to learn Polish first or wait until next March before you start arranging school. Establish their age, actual address and previous education, then approach the appropriate institution. A school-age child arriving during the year needs a route into education now; a preschool application follows a different procedure.
Foreign children have statutory access to public education. However, the right to education, admission to the family's preferred kindergarten and admission to a particular class are different issues. This guide explains how to distinguish them, which documents to prepare and what to ask when an application stalls.
Checked on 22.10.2026 for the current 2026/2027 school year. Future local dates for 2027/2028 have not been invented. The existing short school-enrolment checklist is useful alongside this fuller guide.
Żłobek, przedszkole, zerówka and podstawówka: different routes
| Provision | Usual situation | Admission route |
|---|---|---|
| Żłobek / klub dziecięcy / dzienny opiekun | Care for young children, usually up to 3 years with statutory exceptions | Separate register, agreement and provider rules; not compulsory school |
| Przedszkole | Preschool education from the start of the school year in the calendar year the child turns 3 | Local recruitment or a place arranged during the year |
| Zerówka | Compulsory annual preschool preparation in the year the child turns 6 | Kindergarten, a school preschool unit or another legally permitted form |
| Szkoła podstawowa | School duty begins in the school year in which the child turns 7 | Catchment public school; early entry at 6 subject to legal conditions |
| Further education | After primary school; education remains compulsory until 18 | Separate admissions and an appropriate further education route |
Preschool education normally starts at the beginning of the school year in the calendar year the child turns 3. This is different from requiring the child to be exactly 3 on the first day of recruitment. Admission at 2,5 years is possible in particularly justified circumstances under the applicable decision; it is not the ordinary entitlement for older children.
A child with special educational needs may qualify for a statutory extension of preschool education or deferred school entry. This requires the relevant grounds, documentation and procedure, rather than simply a parent's preference for another year at home.
Early school entry at 6 requires a parental application and a legal basis: the relevant previous preschool preparation or a positive opinion from the appropriate counselling centre. For 2026/2027, the ordinary first-grade cohort was born in 2019 and the compulsory preschool-preparation cohort in 2020. Individual exceptions must be considered separately.
The foreign child’s right and the parents’ duty
Prawo oświatowe governs access to public preschool and school education for foreign children on the terms set out in the Act. A foreign passport does not by itself turn ordinary public primary education into a paid service. A lack of Polish does not mean that the family must postpone all education until the child can manage alone.
Annual preschool preparation starts in the school year when the child turns 6, compulsory schooling in the year they turn 7, and the duty to continue education generally lasts until 18. Parents must organise attendance and communicate with the institution. Being entitled to education does not remove the need to submit an application and provide the available information.
Family immigration status and education are connected in daily life but remain separate administrative matters. For residence terminology, see the residence-card explanation. A school does not grant residence permission, and a pending residence case is not a reason to stop arranging a child's education. The office should not make a completed residence card or fluent Polish a universal prerequisite for approaching the school. Equally, the right to school does not remove the parents’ separate residence obligations.
Finding the school for your actual address
An obwód szkoły is the catchment area assigned to a public primary school. Find the municipality's catchment map or address list; check the street, building number and the relevant school year. The closest building is not necessarily your catchment school, particularly where boundaries or a school complex have changed.
Call the school office with the child's age, address and last completed grade. Ask for a meeting with the headteacher about continuing education after arrival from abroad. Explain if the move happened during the year, rather than asking only about the next first-grade recruitment round.
Admission to the catchment primary school is based on residence and a properly submitted application. In statutory circumstances involving organisational, financial or overcrowding conditions, the municipality may designate another public school. If this happens, ask for the actual legal route, the named receiving school and arrangements for the child, rather than accepting an unexplained instruction to try elsewhere.
Joining school during the year: the practical sequence
- Establish the catchment area from the actual address, the child's age and educational history.
- Contact the school office and arrange a meeting with the headteacher about admission from abroad in the current year.
- Submit the application and available identity, representation and previous-education documents; list anything missing.
- Discuss placement using completed school years, age, documents and the permitted assessment of knowledge, rather than Polish proficiency alone.
- Ask for language and educational support, the class teacher's contact details and a starting date.
- Obtain confirmation of the result, access to school communication and information about meals, świetlica and safe collection.
Keep the date of contact and a copy of what you submitted. An oral “call again next month” does not explain how a school-age child will fulfil their duty in the meantime. Ask what action is being taken and who is responsible for the next decision. If a place is unavailable or another school is responsible, ask the headteacher and municipality for a concrete route instead of starting again at random institutions.
If applying electronically, check whether the system covers your child's grade and arrival period. A spring portal for future first-grade applications does not necessarily handle transfers from abroad during the year. Ask the office for the appropriate submission route.

Kindergarten: how local recruitment works
A public kindergarten normally admits through local rekrutacja. The municipality publishes the timetable, system, criteria and instructions. Read whether you are applying for a new place or confirming continuation: a child already attending and a new applicant may have different forms and deadlines.
The first stage uses statutory criteria, including a large family, relevant disability, single-parent upbringing and foster care. The local stage uses criteria adopted by the municipality, with its own evidence and scoring rules. Do not substitute a popular online list for the current rules of the municipality concerned. Parents’ employment, residence or paying tax in the city may count under local rules; the points are not uniform throughout Poland.
Prove only circumstances that actually apply. Living apart for work or having no registered marriage does not automatically establish the statutory single-parent criterion. A disability criterion also depends on the appropriate person and document; it is not permission to distribute the family's entire medical history.
A result marked zakwalifikowany does not always mean przyjęty. Following preliminary qualification, parents may need to confirm their intention and provide documents by the stated deadline. Keep the confirmation and check the final list. Missing this stage can matter even when the initial score was sufficient.
The 2026/2027 timetable and arriving after recruitment
There is no single opening date for every kindergarten in Poland. For example, the official Gdańsk rules for 2026/2027 set the start at 12:00 on 2 March 2026. That is a local example for a specific year, not a national deadline or a forecast of 2027/2028. The government kindergarten-enrolment instructions explain the general sequence.
A supplementary round may offer remaining places after the main recruitment. If the family arrives later, ask the headteacher about current vacancies and the municipality about arranging access to preschool education. The end of the spring portal is not a reason to stop asking about provision for the current year.
For children with a statutory entitlement to preschool education, the municipality must arrange the opportunity to exercise it. This is not a guarantee of the family's first-choice establishment, preferred group or most convenient hours. Ask which actual place is being offered and how to take it up. Being below the ordinary age, applying in another municipality or choosing private provision may change the conditions. Ask for written identification of an appropriate available place and how to accept it.
For 2027/2028, use only a newly published official timetable for your municipality. Do not move the previous dates forward by a year. Save the rules, submission deadline, confirmation stage and appeal instructions together; a reminder for the initial application alone does not cover the whole process.
Documents: prepare the facts without inventing missing data
| Information | Purpose | Practical qualification |
|---|---|---|
| Child’s identity and date of birth | Identification, age and records | Without PESEL, a passport or another identity document is provided for |
| Parent / legal representative | Who may apply and make decisions | An adult relative is not necessarily the legal guardian |
| Actual address and contact details | Catchment and communication | Meldunek is not the same as actual residence |
| Previous school and completed years | Continuing education and class placement | Provide available evidence and explain omissions |
| Kindergarten recruitment criteria | Scoring and priorities | Only evidence required for a genuinely applicable category |
| Special-needs opinions | Appropriate support and arrangements | Do not distribute the full medical history unnecessarily |
| Safe contact and collection | Daily organisation | Agree who is authorised rather than relying on an oral handover |
Art.150 expressly provides for the passport or another identity document's series and number where PESEL is absent. A mandatory field in a portal does not justify entering someone else's number or inventing one. Contact the office about the alternative submission and identification route.
Meldunek is a registration record; residence is a factual circumstance. The catchment question concerns the actual address, not ownership of a flat. A tenancy, parental declaration or other relevant evidence should be discussed under the applicable procedure. Do not assume that a family renting a room has no address for school purposes.
If documents were lost or left behind during the move, do not postpone contact until the folder is perfect. Explain exactly what is unavailable and what information you can provide. Ask the institution to identify the legal alternative for each missing item rather than accepting an unspecified demand for “all documents”. List what is available: a copy of the report, confirmation, electronic school information and completed years. Class placement has lawful assessment routes, rather than a universal demand to obtain every original again.
Class placement, foreign school records and the headteacher’s assessment
Continuing primary education involves documents from the previous school and information about the total years completed. Bring the available report, certificate or school confirmation and explain the education system and breaks. The number on a foreign report is not always directly interchangeable with the Polish grade number.
If the documents do not establish the appropriate class, the headteacher uses the permitted assessment route, including a relevant interview or assessment of knowledge. The child's age and the parents' position matter alongside prior schooling. Explain language needs so the conversation does not measure only how quickly the child understands Polish instructions.
Not speaking Polish is not, by itself, a reason to place an older child automatically in the first grade. Class placement and language support answer different questions. Ask how the chosen class reflects completed education and which help will allow the child to participate.
For ordinary continuation of primary education, do not automatically pay for nostryfikacja of every foreign report. Ask what document, translation or assessment the actual admission route requires. Recognition procedures relevant to other stages or qualifications should not be imposed by assumption on every arriving child.
Polish lessons, preparatory classes and other support
A foreign pupil whose Polish is insufficient for learning is entitled to additional free language support within the prescribed scope. Under the general framework, at least 2 lesson periods of Polish a week are organised, and art.165 provides for up to 24 months. A paid private tutor is not a substitute for the school's duty.
An oddział przygotowawczy is a preparatory class for children who need the teaching process and organisation adapted. It is not simply an extra pair of lessons: needs and the appropriate decision matter. Learning normally continues until the end of the relevant school year, with lawful shortening or extension where applicable, rather than indefinitely. If one building has no such class, discuss the available arrangements rather than promising that every school already has one.
Additional subject catch-up classes help bridge curriculum differences and have their own conditions and duration. Support from a person speaking the language of the child's home country and an intercultural assistant may be available under the relevant rules. These are different forms: one assistant does not replace all language lessons, and parents should not automatically have to fund the school's duty privately.
Ask for a concrete plan: which classes, who teaches them, when they start, how the family will be informed and how results are assessed. Keep the request if an oral response says “foreigners must learn by themselves”. Psychological and educational support and provision for special needs have their own grounds, rather than depending only on nationality.

Children from Ukraine: do not carry old temporary rules forward
For 2026/2027, do not automatically carry over every arrangement from the previous temporary regime. The amendment dated 26.02.2026 extended the specified special provisions until 31.08.2026. It is not evidence that the former minimum of 4 Polish lessons applies universally in the new school year.
The 36 months mentioned in older explanations for particular earlier groups are likewise not a universal entitlement for every newly arriving child. Establish the support start date, the general basis under art.165 and any actual transitional provision before calculating how much support remains. Some official information pages still contain outdated wording about unlimited duration; current legislation takes priority here.
Online study with a Ukrainian school alone should not automatically be treated as fulfilling the Polish education duty. The family must establish which Polish obligation applies and whether a lawful alternative route has actually been arranged. Merely retaining access to online lessons does not settle the attendance question.
PESEL UKR and school records serve different purposes; where a number is not ready, discuss the permitted identity-document route. Benefits also have their own conditions: see the separate 800+ and 300+ family-benefits guide. A school's admission decision is not a guarantee that every benefit is payable.
What is free, what costs extra and how travel is assessed
| Question | General rule | What to establish |
|---|---|---|
| Public primary school | Education is not charged because of a foreign passport | Materials, meals and optional additional services |
| Public kindergarten | At least 5 hours of free education, upbringing and care | Age rules and the local charge beyond free hours |
| Compulsory preparation | Statutory free education and age-related fee conditions | Meal charges separately |
| Meals and świetlica | Different organisational and financial matters | Application, hours, tariffs and applicable exemptions |
| Route to catchment school | 3 km for grades I–IV and 4 km for V–VIII are statutory network limits | Municipal transport/reimbursement duties if exceeded under the legal conditions |
| Private establishment | Agreement-based terms and charges | Do not treat a private price as a compulsory public-school fee |
In a public kindergarten, the free minimum does not make every additional service free automatically. Ask for the municipality's current resolution, the applicable age category, hours counted, meal price and absence-settlement rules. A price copied from a different town does not determine your bill. The local resolution sets the charge within the statutory indexed ceiling, rather than an unrestricted tariff.
Art.52 of the education-financing Act provides for local exemptions and indexation. Do not use the unindexed statutory 1 PLN base as a universal current rate. The additional-hours fee applies under the age conditions until the end of the school year in the calendar year the child turns six; subsequent compulsory-preparation provision must be distinguished from separately charged meals.
Świetlica is supervised time at school, often essential for working parents. Check the application, opening hours, collection authorisations and how the child moves between lessons, meals and supervision. A voluntary parents' council contribution must not become an admission condition. Admission to a class does not automatically enrol the child in świetlica. Optional insurance, like a voluntary contribution, must not quietly become a condition of free schooling.
Transport depends on the legally relevant route and school network, not simply the distance to any school the family chooses. Where the statutory limit is exceeded, ask the municipality about the applicable transport or reimbursement duty, including the child's age and circumstances. Choosing a distant non-catchment school does not automatically create the same entitlement.
Refusal, no vacancies and short appeal periods
First identify what happened: no vacancy in a non-catchment school, an unresolved class-placement decision, failure to confirm a kindergarten place or a formal recruitment refusal. Ask for a written result, the applicable procedure and instructions. These are not interchangeable disputes. A blocked field may concern a document without PESEL. The headteacher and governing body, usually the municipality, handle places and organisation; kuratorium supervises education within its remit, rather than allocating every vacancy universally.
Formal recruitment uses art.158: after the admitted/not-admitted list is published, there are 3 days to request reasons; the commission has 3 days to provide them. An appeal to the headteacher is due within 3 days of receiving the reasons, and the headteacher has 3 days to decide. Further challenge lies with the administrative court under the applicable procedure.
Do not automatically apply this sequence to every oral conversation during the year. Ask what kind of decision or action is being taken and follow the relevant instructions. Keep proof of submission, receipt dates and the published list; waiting for an informal telephone explanation can consume a short deadline.
Present the facts: address, age, previous class, contact dates and documents ready to submit. If a child entitled to education still has no arranged place, involve the municipality on organisation of provision and, where appropriate, the education-supervision authority. The immediate priority is a lawful route into learning, alongside any formal challenge.
Six family scenarios
These are hypothetical examples of choosing a route, not invented accounts of real families.
A ten-year-old arrives in October
The family identifies the catchment school from its address and seeks continuation of 2026/2027 now. Previous completed years are considered when placing the child. Waiting for the next first-grade recruitment would not address the current duty.
The spring kindergarten round has closed for a three-year-old
The parents ask the headteacher about current places and the municipality about arranging the preschool entitlement. Refusal by their favourite establishment does not answer whether another appropriate place can be arranged.
A six-year-old is offered ordinary first grade
The family distinguishes compulsory preschool preparation from early school entry. For early entry it checks the application and statutory grounds, rather than treating the child's age alone as sufficient. The decision follows readiness and law, not fear of “losing a year”; check previous preparation or the counselling centre’s opinion.
No PESEL and no original school report
The parent provides the child's own available identity document, educational information and an explanation of the missing records. The school establishes the permitted class-placement route rather than asking the family to invent data. The parent does not enter a random number or automatically order expensive nostryfikacja.
Online lessons from Ukraine continue
The family separately checks compliance with the Polish education duty and lawful alternatives. Online access is not treated as an automatic exemption from arrangements for 2026/2027. The family does not carry forward every former temporary rule and supplies truthful school details for benefits.
Preliminary kindergarten qualification, but no final place
The parent checks confirmation of intention, evidence and criteria and preserves dates. If there is a ground to challenge formal recruitment, they use the short art.158 procedure rather than waiting indefinitely for a call.
Two requests in Polish
Do szkoły: Proszę o przyjęcie mojego dziecka [imię, nazwisko, data urodzenia] do szkoły i ustalenie właściwej klasy. Mieszkamy pod adresem [adres]. Dziecko uczyło się wcześniej w [kraj, szkoła, ukończone lata/klasa]. Przedstawiam [dokumenty]. Nie mogę obecnie przedstawić [brakujący dokument, wyjaśnienie]. Proszę o wskazanie dalszej procedury oraz dostępnego wsparcia językowego. [dane rodzica/opiekuna, kontakt, data, podpis].
Do przedszkola / gminy: Proszę o informację o możliwości przyjęcia dziecka [dane, data urodzenia], zamieszkałego pod adresem [adres], w bieżącym roku szkolnym. Proszę o wskazanie dostępnego miejsca i właściwego trybu złożenia wniosku, a w razie odmowy — o informację o jej podstawie i dalszej procedurze. [dane rodzica/opiekuna, kontakt, data, podpis].
Provide the actual address and educational history. These requests do not replace a compulsory local application form or evidence of criteria. Keep a copy and confirmation of receipt; adapt the facts to the child rather than sending unnecessary personal information to several institutions.
Common mistakes
- Confusing żłobek, preschool education, zerówka and first grade.
- Waiting until March after arriving in October with a school-age child.
- Assuming the nearest school is the catchment school without checking the address.
- Entering an invented PESEL instead of requesting the lawful alternative.
- Demanding a particular kindergarten without meeting criteria and following its procedure.
- Missing the confirmation stage after preliminary qualification.
- Paying for unnecessary recognition of every report before discussing placement.
- Treating a lack of Polish as grounds to refuse all education.
- Using old temporary support hours or last year's calendar as current rules.
- Ignoring short deadlines after formal refusal and sharing excessive child data.
FAQ
Must a child learn Polish before starting school?
No. Apply for admission and the available support through the prescribed procedure.
Must any nearby school admit the child?
Check the catchment area. A non-catchment choice depends on places; in statutory circumstances the municipality may designate another public school.
Is registration impossible without PESEL?
The law provides for a passport or another identity document. Request an alternative technical route; never use another person’s number.
Is meldunek compulsory instead of an actual address?
Residence and registration are distinct. Establish the true address under the applicable procedure; owning a flat is not a universal condition.
Is first grade compulsory at 6?
Ordinarily, annual preschool preparation is compulsory at that age. Early school entry requires an application and the legal conditions.
Does a child aged 2,5 join ordinary recruitment as a three-year-old?
Not automatically. Younger admission is possible in particularly justified circumstances under the appropriate decision; older-child guarantees cannot simply be copied.
Must every foreign report undergo nostryfikacja?
Do not automatically order this for ordinary continuation of primary education. Establish the specific documents and class-placement procedure.
What if previous-school documents are unavailable?
Provide available information and explain what is missing. The headteacher uses the permitted placement methods, including a relevant interview or assessment.
Are free Polish lessons unlimited?
There is a defined entitlement and scope. The general framework provides at least 2 lesson periods weekly for up to 24 months; special transitional cases are assessed separately.
Are the former 4 lessons guaranteed to every Ukrainian child in 2026/2027?
Do not carry the old temporary regime forward automatically: the specified special provisions were extended until 31.08.2026. Check the current basis and the support start date.
Does zakwalifikowany mean a final kindergarten place?
Not always. Check the required confirmation of intention and documents before the final przyjęty list.
How quickly must a formal refusal be challenged?
Under art.158 there are 3 days to request reasons and 3 days after receipt to appeal to the headteacher; the commission and headteacher have their own 3-day periods. Follow the type of decision and its instructions.
Does free public school include every service?
Education is not charged because of a foreign passport, but meals and some selected services are considered separately. Voluntary contributions do not become an admission condition.
Is there a nationwide recruitment timetable for 2027/2028?
There is no single local calendar for every municipality. Use your city’s published rules for the relevant year; do not carry 2026 dates forward automatically.
The family’s checklist after admission
Age, educational route and actual catchment established. The child's own documents submitted and missing records explained. Class, support and starting date agreed. Contacts, meals, świetlica, collection and any transport arrangements confirmed. Written decisions and short-deadline evidence saved. The final place is confirmed. After changing school, actual details have been updated in related matters, including benefit cases.
The core rules were checked against current legislation and the linked official instructions. UdSC education information remains useful for organisation, but old temporary explanations must be read alongside current law. See also health-insurance arrangements for a child. The next scheduled editorial check is 22.11.2026; a local recruitment announcement or a change in law may require an earlier update.
