800+, the school payment 300+ and Aktywny Rodzic are separate programmes, not a package available to every parent with a PESEL number. For a foreign family, first establish the legal basis, shared residence, the child’s age and circumstances, then check the particular benefit. Work and insurance may serve different purposes even in applications from the same family.
On 22.10.2026, the current 800+ benefit period is underway, while the ordinary application deadline for Dobry Start for the 2026/2027 school year has not yet passed. A toddler may qualify for an Aktywny Rodzic option, but its three benefits cannot be paid for the same child and month together.
This guide explains rules, documents and conditional calculations; it does not promise approval to everyone. Proposed benefits and future increases are not treated as confirmed money in a family budget.
Comparing the programmes: amount, recipient and age
| Programme | Amount | Child / period | Who receives the money |
|---|---|---|---|
| 800+ | 800 PLN monthly | Under 18, with rules for partial months | Eligible recipient |
| Dobry Start (300+) | 300 PLN once per school year | School pupil up to 20; up to 24 with a qualifying disability | Eligible recipient |
| Aktywni rodzice w pracy | 1500 PLN; 1900 PLN monthly with the required disability assessment | From 12 to 35 months, subject to activity conditions | Parent/eligible guardian |
| Aktywnie w żłobku | Up to 1500 PLN; up to 1900 PLN monthly with the required assessment | Eligible nursery, children’s club or day carer; separate age rules | Provider/registered day carer |
| Aktywnie w domu | 500 PLN monthly | From 12 to 35 months if eligible | Parent/eligible guardian |
The higher amounts require the legally specified disability assessment with the relevant indications, not just any disability certificate. Nursery support cannot exceed the eligible attendance fee; meals are separate. The table does not mean every family can choose any row without satisfying the remaining conditions.
800+ can be combined with an eligible Aktywny Rodzic option because they are different programmes. Dobry Start is also a separate school payment, not a monthly supplement. Applying for one does not replace an application for another. Check the month and school year selected on every form.
Foreign nationals: residence cards, UKR status and actual residence
Lawful stay is essential, but not every visa or residence card opens access to every programme. Each legal basis has its own categories and exclusions. For example, under Aktywny Rodzic, some third-country applicants need a card providing labour-market access or a specifically listed permit; study or seasonal purposes may be excluded.
Do not infer entitlement from wording on a photocopy alone. The basis must remain valid, the category must qualify and the other conditions must be met. EU/EFTA nationals, certain people protected by the UK Withdrawal Agreement and families subject to cross-border coordination have separate rules. “All foreigners must meet the same work requirement” is incorrect.
Special changes apply in 2026 to temporary-protection beneficiaries with PESEL UKR. When moving to another permit, check the new category rather than automatically carrying over the old status’s restrictions or rights. A residence card documents status but does not replace a ZUS decision on benefits.
Living with the child in Poland matters independently. A Polish bank account, active telephone number and registered address do not prove that a family still actually lives here after moving away. Report the real circumstances, including the other parent’s work abroad and comparable foreign benefits.
800+ in the 2026/2027 benefit period: when to apply
800+ is available until the child reaches 18, without a general family-income test. Birth, reaching adulthood and other incomplete periods may require proportional calculation. A full payment cannot be assumed for every calendar month regardless of circumstances.
The current period runs from 01.06.2026 to 31.05.2027. Applications open in February; applying by the end of April is intended to maintain uninterrupted payment in June. Applying by the end of June can preserve entitlement from the start of the period if the conditions are met. An ordinary later application establishes entitlement from the application month, not automatically for every missed month.
If applying for the first time in October, do not select a previous period just because its form looks familiar. Newborns have a separate rule: an application within 3 months of birth can establish entitlement from birth, subject to eligibility. A birth close to the boundary between periods may require applications for both.
The period and timetable are confirmed in the ministry’s official answers. Check the applicant’s and child’s PESEL, residence details and selected capacity: parent, guardian or another eligible category. Identification requirements changed after January 2026; do not follow an old no-PESEL instruction for a new application.
New 800+ conditions: work requirements differ
ZUS distinguishes dates and categories: changes apply from 01.02.2026 to the relevant Ukrainian citizens with UKR, and from the new period beginning 01.06.2026 to the relevant other third-country nationals. Polish, EU/EFTA and protected UK categories do not automatically fall under the same regime.
For ordinary listed insurance titles, including employment or zlecenie, the contribution assessment base must be at least 50% of the minimum wage. A 30% threshold may apply to specified preferential JDG arrangements. Some activity categories have no minimum base, but require a particular insurance title. A salary transfer or the contract’s name alone does not establish compliance.
Separate conditions apply to listed benefit recipients, pensioners, social-insurance payments, agricultural insurance and other qualifying bases. Being insured as a family member is not automatically professional activity. During sick leave or maternity benefit, establish the applicable title and base rather than automatically classifying the parent as inactive.
Activity exemptions include an application for a Polish-citizen child and the specified disability categories for the relevant ages. A registered unemployed person with qualifying insurance in their own right has a limited route: 3 months with one or two children, or 6 months with entitlement for at least three, no more than once per benefit period and never beyond its end. This is not an indefinite exemption for every unemployed person.
| Check | 800+ for a foreign national covered by the rules | Aktywni rodzice w pracy |
|---|---|---|
| Whose activity is assessed | The applicant under the relevant title | Both jointly raising the child; separate single-parent rules |
| Ordinary threshold | 50% of the minimum wage for the relevant title | At least 50% each and a combined 100% base |
| Specified preferential JDG | 30% for the relevant category | A personal 30% threshold may apply, but the combined 100% remains |
| Exemptions and special titles | The programme’s statutory list | Its own conditions; do not copy the 800+ list |
The child’s education: school, preparation and exceptions
For foreign nationals covered by the new rules, authorities check compulsory annual preschool preparation, school attendance or the duty to continue education within the Polish system. This does not require every baby to attend school. Children under 6, lawful deferred school entry and permitted alternative forms are assessed separately; an exception may need evidence.
Distance learning solely at a foreign school should not be assumed to satisfy the Polish condition. Check the actual form of education, school details and register entries. If the child has just enrolled, keep the confirmation and provide correct identification details so that a PESEL error does not appear to be non-attendance.
Dobry Start checks do not completely match 800+. In particular, school within the Polish system matters for UKR; the school payment 300+ does not automatically cover ordinary preschool preparation. Practical enrolment is explained in the school guide.

Dobry Start: 300 PLN for the school year
Dobry Start is a one-off 300 PLN payment for an eligible pupil, normally up to 20, or up to 24 with a qualifying disability. It is not a university scholarship or a payment for every preschool child. If an age limit or school completion falls around the school-year boundary, check the statutory continuation rules rather than deciding from one birthday.
The ordinary application window for the 2026/2027 school year is 01.07.2026 to 30.11.2026. Later applications are possible only under specific exceptions, such as a new disability assessment for a pupil of the relevant age; do not rely on a missed deadline being freely reinstated. July–August applications are scheduled for payment by the end of September; later complete applications follow the prescribed processing period.
Changes from July 2026 introduce an activity requirement for specified third-country nationals and UKR temporary-protection beneficiaries. Qualifying activity or a specified insurance title in the preceding month is checked, subject to statutory exceptions. These include Polish-citizen children, qualifying disability and certain categories of guardians or learners applying independently.
Meeting the work condition does not remove other requirements, including living with the child. Forms and ordinary age coverage appear on the official Dobry Start page. Keep proof of submitting the application for the correct school year, not merely a bank notification that the form was opened.
Aktywny Rodzic: three options, but only one per month
The programme helps combine raising a child with work or arranging childcare. Only one option is allowed for the same child and month. The choice can change with circumstances, but two overlapping payments do not become lawful extra income.
For aktywni rodzice w pracy and aktywnie w domu, the age window begins in the month the child reaches 12 months and ends in the month before 36 months: ages 12–35 months. Do not assume payment continues automatically until any date around the third birthday. Aktywnie w żłobku has separate age and attendance rules, not a copy of this range.
The basis is the current Aktywny rodzic Act. Historical introductory amendments must not be read as the current wording of each provision. An enacted amendment taking effect in 2028 does not apply to applications for 2026–2027.
Aktywni rodzice w pracy: activity, not simply a salary
The basic payment is 1500 PLN monthly, or 1900 PLN with the specified disability assessment and indications. The parents’ activity, minimum assessment bases and absence of an incompatible childcare option matter. The nickname “babciowe” does not mean that a grandmother must be hired or receive the whole benefit.
For the ordinary two-parent case, the combined base must reach at least 100% of the minimum wage and each individual base at least 50%. Specified preferential JDG can meet a personal 30% threshold without removing the combined threshold. A parent genuinely raising the child alone has a separate 100% test; living with the other parent cannot be concealed to claim this category.
A very high salary for one parent does not replace the other parent’s condition in an ordinary joint household. Loss of activity and the limited statutory transition period have separate rules: notify ZUS and check applicability instead of budgeting for indefinite continuation. ZUS guidance distinguishes these tests from overall family income.
UKR status arising from the war does not itself open this option; it cannot be promised to all working Ukrainian parents. If someone moves to another qualifying residence category, entitlement is assessed under that new category and all other conditions, not nationality alone.
Aktywnie w żłobku: support paid to the provider
This option covers a registered nursery, children’s club or day carer. The maximum is 1500 PLN, or 1900 PLN with the specified assessment, but never more than the eligible actual fee. Money goes to the provider rather than being unrestricted cash for the parent. Meals are excluded.
For 01.04.2026 to 31.03.2027, the maximum attendance fee allowing entitlement is 2200 PLN. If the relevant fee exceeds the cap, it is not enough simply to subtract the maximum subsidy and promise a smaller balance: entitlement itself is affected. The cap after March 2027 must not be invented in advance.
For temporary-protection beneficiaries with UKR, the current Article 15 requires PESEL UKR and living with the child in Poland. Older pages still mention 365 days of continuous status under the previous rules. After the March 2026 changes, that requirement cannot automatically be transferred to the new regime. Check the current law and up-to-date service page.
Entitlement normally relates to attendance no later than the end of the school year when the child reaches 3, or 4 in the specified circumstances of difficulty accessing preschool. An ordinary kindergarten does not become a nursery because of an informal name. The provider sends data to the register; an error in child or fee details can delay calculation.
Aktywnie w domu and earlier RKO payments
The home option is 500 PLN monthly for an eligible child within the programme’s age range; it does not copy the requirement for both parents to work. Residence eligibility and the remaining criteria still apply. A UKR beneficiary under the special war-related status should not assume home is an automatic alternative to unavailable work support.
Over the full 24-month period, 500 × 24 equals 12000 PLN. Earlier RKO payments can count towards the applicable combined RKO and home limit. A family cannot automatically receive the full old capital and then a full new home allocation for the same child. Acquired rights and transitions require assessment of the individual case.
Moving to work or nursery can make sense when employment or attendance starts, but requires the correct application and consistent months. Official ZUS answers help explain the mechanics; check old examples mentioning previous cap dates and UKR against current legislation.

Applying through eZUS: a practical sequence
- Identify the programme, period and actual applicant category. Check the child’s details, residence, employment and education.
- Prepare your own official PUE/eZUS access and bank account for the relevant payment. Do not give an intermediary your password.
- Select the current form. A shortened banking form may not replace the full available route for a guardian or special foreign-residence basis.
- Provide truthful PESEL, residence document, school/provider, other employment and foreign benefits, and required declarations.
- Attach legible required documents and submit; retain proof of transmission rather than a screenshot of a draft.
- Read the official eZUS inbox, requests for further information and the outcome. The application platform does not remove the duty to read ZUS correspondence.
mZUS, electronic banking and other authorised channels are available for relevant programmes, but functionality depends on the form and applicant’s capacity. PUE/eZUS remains the main correspondence channel. A bank application saved but not sent is not a timely submission.
Authorities check some information through public registers. That does not mean every omission will be corrected for you. If the child’s name or PESEL differs between school, nursery and ZUS, arrange correction at the source rather than creating a second identity on another application.
| What | Purpose | Qualification |
|---|---|---|
| PESEL and identification details | Link applicant and child to registers | Never another person’s or an invented number |
| Lawful-stay document / special status | Establish the foreign-national category | Not every visa provides every benefit |
| Parentage, guardianship or court document | Applicant’s authority | An adult relative is not always a legal guardian |
| School / form of education | Education check where required | Preschool preparation differs from school payment 300+ |
| Work, contribution base, insurance title | Activity under the particular programme | 800+ and work have different rules |
| Disability assessment | Exemption or higher amount | Relevant indications are required, not any certificate |
| Childcare provider and fee excluding meals | Nursery and register information | The fee cap is checked before deducting the benefit |
| Foreign benefits and the other parent’s work | Coordination and prevention of duplicate entitlement | Disclose cross-border circumstances |
Suspension, refusal and recovery of overpayments
ZUS can reassess conditions, including residence, work and education. Ending employment, a child moving away, a provider change, foreign benefits, changed guardianship or expiry of residence grounds can affect entitlement. A previous approval is not indefinite.
Read any request carefully: which fact is unconfirmed and when must you respond? Reply in your case with a legible attachment and proof of delivery. If a register is wrong, attach evidence of correction or an official document, not simply “everyone knows the child attends school”.
Distinguish suspension pending checks, a final refusal and a demand to repay undue benefits. For 800+, the official route provides an appeal to Prezes ZUS within 14 days of service, followed by a complaint to WSA within 30 days of service of the President’s decision. Other decisions have their own pouczenie; a phone call does not replace the prescribed route.
If repayment is demanded, check the period, basis, calculation, interest and information ZUS considers incorrect. Do not pay through a suspicious SMS link: find the decision through an official channel. Instalments, deferment or remission need the statutory grounds and an application; financial hardship does not grant them automatically. The 800+ and appeal procedure is in ZUS guidance.
Six family calculations: similar amounts, different entitlements
All examples are hypothetical. The stated eligibility conditions are assumed to be met; arithmetic is not an individual ZUS decision.
Two schoolchildren with qualifying 800+ conditions
Two full monthly payments: 800 × 2 = 1600 PLN. With separate Dobry Start entitlement: 300 × 2 = 600 PLN once per school year. This is not 2200 PLN in recurring monthly income: the school component is not monthly. Check education, category and activity before applying.
A toddler whose parents both qualify for work
If age, residence and insurance conditions are met, 800 + 1500 = 2300 PLN monthly can be possible for full months. Do not add home at the same time. One parent’s high salary does not replace the other’s minimum activity in an ordinary joint household.
A nursery charges 1800 PLN plus 300 PLN for meals
If nursery entitlement exists and the eligible fee meets the cap, the ordinary 1500 PLN subsidy goes to the provider. The parent pays 1800 − 1500 + 300 = 600 PLN. Separate 800+ goes to the eligible family; it is not a second meal subsidy.
The fee excluding meals is 1200 PLN
Even with a general maximum of 1500 PLN, support cannot exceed 1200 PLN. The 300 PLN difference is not paid to the parent as a bonus. Check the provider’s registration, fee and entitlement first; a higher maximum does not create unrestricted cash above the actual eligible cost.
A parent with UKR loses their job
Do not assume every programme automatically continues. Check the new insurance basis and the limited unemployed-person exception for 800+, if applicable. For one/two children it may be limited to 3 months, or 6 months for at least three. Assess special nursery entitlement separately under current rules, not the old 365 days.
Home after part of the old RKO
If the applicable combined RKO and home limit is 12000 PLN and 9000 PLN RKO was already paid, the remaining limit is 3000 PLN. At 500 PLN, this means no more than 6 qualifying months, not a fresh full cycle; age and other conditions can reduce it further. Do not apply this example to every switch to work or nursery.
Common mistakes
- Treating a PESEL number as proof of every entitlement.
- Confusing 800+ with work and requiring identical employment from both parents.
- Applying the new foreign-national regime to EU citizens or a Polish child without checking exceptions.
- Assuming private online lessons abroad automatically meet the Polish education condition.
- Expecting school payment 300+ for ordinary zerówka or university.
- Adding all three Aktywny Rodzic options for one month.
- Including meals in eligible nursery fees or ignoring the current 2200 PLN cap.
- Treating a provider subsidy as unrestricted cash to the parent.
- Not reading eZUS after applying through a bank.
- Concealing a move or expecting a new permit to fix all registers automatically.
Related practical issues: lawful employment, Profil zaufany and documents after a birth. These processes are separate from benefit awards.
What to check after changing jobs or residence permission
Keep the old job’s end date, the new job’s start date, registration details and new residence document. For each programme, establish which month ZUS checks and what proves your legal basis. Do not submit a blanket “nothing has changed” declaration if the insurance title or child’s education changed. A new job and a child’s benefit entitlement may be checked in different registers.
After a change of surname, passport or address, check data at the source: school, childcare provider, contribution payer and ZUS. A correction in one place does not guarantee an immediate update everywhere. Keep proof of requesting correction and attach it to the case response if a deadline is running. Do not make a fresh application through another guardian merely to avoid a document request: first establish who is actually entitled for which period.
FAQ
Does any foreigner with PESEL qualify for 800+?
No. The residence category, residence and child’s conditions must qualify; activity and education are also checked for relevant groups from 2026.
Must both parents work for 800+?
Do not import that rule from work. The new 800+ regime checks the applicant under their title, with special titles and exemptions.
Do UKR and an ordinary residence card have identical rules?
Not always. Dates and legal bases differ. After a status change, check the new category and current registers rather than automatically carrying over old rights.
Can a first ordinary application in October obtain 800+ for June?
Normally a late application establishes entitlement from the application month, not every previous month. Birth and certain special circumstances have separate rules.
Is 300+ paid every month?
No: it is 300 PLN once for an eligible school year. Monthly 800+ does not turn school support into a recurring supplement.
When is the ordinary Dobry Start deadline?
For the 2026/2027 school year: 30.11.2026. Late exceptions are narrow; do not rely on arbitrary reinstatement.
Can all three Aktywny Rodzic options be received?
Only one for the same child and month. Options can change subject to their conditions, but incompatible payments cannot be added together.
Must both parents work for nursery support?
This is not the work condition. Foreign-national eligibility, the provider, child and fee are checked; activity rules cannot simply be transferred between options.
Does UKR still require 365 days before nursery support?
Do not apply old guidance to the statutory provision operating after March 2026. Check the current temporary-protection regime, PESEL UKR, living with the child and the remaining conditions.
Will nursery money reach my bank card?
It is paid to the provider or qualifying day carer towards the eligible fee. Meals and any excess above actual cost do not become a cash balance.
Does any disability qualify for 1900 PLN?
No. The higher amount requires the specified assessment and indications. Exemptions and enhanced rates are checked separately in each programme.
Can work abroad be left unreported?
No. Cross-border work, residence and comparable benefits affect coordination and entitlement. Give truthful information rather than assuming double payment.
Does earlier RKO have no effect on home?
It can count towards a combined limit. A new full allowance cannot be promised without checking previous payments and the child’s age.
Is a letter to the school enough to appeal a refusal?
No. Follow the ZUS decision’s pouczenie and deadlines. A school corrects its own records but does not replace the statutory benefits appeal route.
Family checklist and the boundary with 2027
For each child, record age, school/provider, residence document and selected programme. Check activity under the correct list, any exemption and register evidence. Submit the current form for the right period, retain delivery confirmation and read eZUS. After moving, changing work, guardianship or provider, separately assess the impact on every benefit.
At the verification date, the current 800+ period runs through the end of May 2027 and the nursery fee cap through the end of March 2027. This is not a promise of unchanged amounts and conditions throughout the next calendar year. Next scheduled check: 22.11.2026; a new period or legislative change requires an earlier review.
