After buying a car, check registration, OC insurance, technical inspection and taxes separately. They are not one service: submitting an application does not create insurance, a policy does not establish ownership, and paying PCC does not replace registration. A foreign buyer's main additional task is to establish identity and place of residence properly, rather than treating a PESEL number as a substitute for both.
First identify the route: the car is already registered in Poland, has been brought from the EU, or has been released by customs after import from outside it. This determines the starting event for deadlines, documents and taxes. A friend's checklist for a domestic purchase is not necessarily suitable for a vehicle from Germany or the USA.
Checked on 18.10.2026. Next scheduled review — 18.11.2026. The current Road Traffic Act and specific official instructions are the basis. This guide concerns an ordinary passenger car; a motorcycle, historic vehicle, special category and professional vehicle trading may require different documents and fees.
When registration is needed and what does not replace it
Registration deals with a vehicle's admission to road use and the recorded owner's details. Ownership arises from the relevant contract or other legal basis, not just the plastic dowód rejestracyjny. A name on the old registration certificate therefore does not replace checking the chain of ownership.
When buying a used car registered in Poland, the new owner applies for registration. For acquisitions covered by the current system, simply reporting “I bought it” is not an alternative. The seller reports disposal separately. A new dealer-supplied vehicle must also be registered; an authorised showroom can perform the action for the buyer.
A gift is evidenced by a gift agreement, and inheritance by the relevant document confirming inheritance rights. Tax consequences differ from a sale: PCC-3 is not universal for every transfer of ownership. The same owner's change of address and purchasing from another person are different matters too.
The national rules are summarised by the Ministry of Infrastructure. The law and applicable special procedure take precedence over old forum advice that “reporting purchase used to be enough”. Record the date and legal basis of your acquisition first.
Foreign owners: passport, PESEL, residence card and address
Foreign citizenship does not in itself prevent registering your own vehicle. Distinguish the owner, their identity, lawful residence and the office's territorial competence. PESEL helps identify a person, but does not prove ownership or automatically establish the required address.
A third-country national should prepare a valid passport, available residence documents and evidence of actual residence for the relevant authority. A karta pobytu can be an important document, but cannot be declared mandatory for every foreign national without exception. An EU citizen and someone with a visa or another lawful basis may have different document sets.
If you have not been assigned PESEL, do not enter an invented number. Before applying, tell the authority your citizenship, document type and lack of a number, and ask how to complete the identification fields. Nobody can promise everyone without PESEL and a residence card unconditional registration without further evidence. If you already have a number, do not claim otherwise.
Competence depends on the owner's permanent or applicable temporary place of residence. Meldunek may help establish an address, but address registration and actually living somewhere are different questions. Without meldunek, establish acceptable evidence in your situation; you cannot simply choose the most convenient office without a connection to where you live.
After a recent move, check consistent spelling of your name and address in the application, contract and documents. Explain transliteration differences with evidence. Correcting an error before submission is easier than after the certificate is printed. The right to drive is assessed separately from the right to register a car in your name.
Where to apply: wydział komunikacji and appointments
Registration is handled by the starosta through the wydział komunikacji, the vehicle registration department. In a city with county rights, this is the relevant municipal office; Warsaw provides district-level service within its city structure. The place where you buy the car does not automatically determine the competent office.
A practical example is Gdańsk's service page for a car bought in Poland. It includes the current application, power of attorney, payments and booking link. Use the official appointment system if the case falls within the city. This is local service organisation, not legislation governing every county.
The general gov.pl service provides for direct submission, post and an electronic option where the particular authority supports it. Do not assume any uploaded scan fully replaces handing over originals and plates. Establish the available channel and outstanding stages before sending.
An appointment booking is not an application filed on time. If the first available date is beyond the deadline, ask about an official way to submit within it. An intermediary cannot lawfully “move the purchase date backwards”. Keep evidence of exactly what was submitted and when.
Before a representative's visit, decide which actions you authorise: filing, supplying further documents, handing over plates, collecting temporary documents or the permanent certificate. A general phrase about helping with the car does not always clearly describe the entire route. Check the principal's, representative's and vehicle's details; the representative should carry their own identity document. Agree how to contact you if an officer asks questions, so your absence does not lead to improvised answers on your behalf.
Before handing over originals, make an inventory and keep readable copies. Agree who returns the passport, foreign certificate parts and confirmations, and when. Do not leave documents in an unlocked car or give an intermediary access to your bank to pay fees. If the representative receives expense money, separate official payments from their remuneration and request receipts. This is practical organisation for secure handover, not an additional compulsory government fee or a new official form.

Documents: the common set and additional branches
| Document | When needed | What to check |
|---|---|---|
| Application | Applicable registration cases | Current form, signature and owners |
| Ownership evidence | Purchase, gift or inheritance | Contract, invoice or inheritance document; continuous ownership chain |
| Dowód rejestracyjny | Previously registered vehicle | Authenticity, VIN, details and foreign document parts |
| Registration plates | Previous registration and selected route | Retention or surrender, condition and compliance |
| Technical inspection | According to condition and category | Valid positive result, not a seller’s note |
| Identity document | Owner / representative | Passport or other applicable document |
| Address and residence | Competence and identification of a foreign owner | Appropriate evidence, not an invented universal certificate |
| Power of attorney | A representative acts | Scope, signatures, fee or exemption |
| Foreign documents and translation | Import | Completeness and limits of the EU code translation exception |
| Excise / no liability / exemption | Where applicable to an imported passenger car | Evidence of the correct basis |
| Customs release | Import from outside the EU | Release-for-free-circulation document |
| Conformity / homologacja | New or special-category vehicle | Required confirmation for the route |
| Registration payment | Selected option | Correct recipient details and amount |
Check the parties, date, VIN, vehicle identification and signatures in the contract. If the seller is not named on the registration certificate, you need a clear documented chain leading to them. Do not agree to sign with an absent foreign “previous owner” instead of the person actually selling you the car.
The faktura, or invoice, must concern this particular vehicle and transaction. The word “invoice” does not establish every tax exemption: identify the transaction's tax treatment. With co-owners, account for everyone, their involvement or the representative's authority. One person's signature should not automatically be treated as the other's.
Foreign documents normally require an appropriate Polish translation. For an EU registration certificate, the exception concerns information covered by harmonised codes, not every additional annotation or all foreign contracts. Clarify translation requirements for special entries with the authority; use a suitable sworn translator or another person permitted by the official rules.
Preparing a document set that can be checked
Arrange documents by purpose: applicant identity and address; ownership; previous registration; technical condition; taxes and customs; representative's authority. This sequence helps identify omissions before the visit. For example, the current seller's contract may prove only the last transfer, while the registration document still names an earlier owner. A clear chain is needed, not the seller's assurance that “everyone drove it like this”.
Compare the VIN character by character across the paperwork. A similar-looking letter, transposed character or unsupported handwritten correction is not a minor detail to hide until submission. Ask the seller to correct the document properly and retain an explanation. If authenticity or the right to sell is doubtful, pause payment and investigate. Administrative registration should not be your way of testing a questionable deal after handing over money.
When buying from a trader, establish whether they act as owner, representative or commission agent, and who is the contract party. Do not sign a blank foreign contract with someone you have never met: it may misrepresent the deal and complicate ownership, taxes and claims. Physical handover, the contractual party and the recipient of the money should have a clear documentary explanation.
For electronic documents, distinguish an original signed file, official confirmation and a screenshot. Check the acceptable format of a particular attachment in advance. Do not print a payment page marked “pending” as proof of payment. Where an original must be presented, a saved scan is useful for preparation but does not replace presentation merely because it is clearly readable.
A used car bought in Poland: the sequence
- Before payment, match the vehicle VIN to the documents and check the seller's identity and ownership basis.
- Record the acquisition date and your application deadline.
- Check a valid inspection and the official history service to the extent data is available.
- Independently check OC and obtain insurer details, not just the seller's promise.
- Receive a signed contract or correct invoice and necessary earlier documents.
- Identify PCC and other applicable taxes without waiting for registration.
- Choose the competent authority, submission channel and plate-retention option.
- Pay the required items, submit the complete set and keep confirmation.
- Receive the temporary or applicable final document set and check details and validity.
- Complete collection of the permanent document and monitor insurance and inspection separately.
Historia Pojazdu helps compare registration information but does not replace a technical examination or verification of the contract's authenticity. No visible problem entry is not a guarantee of good condition or lawful origin.
Do not arrange excise again for an already Polish vehicle simply because the purchaser is foreign. Liability concerns particular transactions and the vehicle's status, not the owner's nationality. With an unusual earlier import chain, check that the necessary formalities were actually completed.
Keeping existing plates or obtaining new ones
The previous Polish number and plates can be retained under the prescribed conditions: the car was registered in Poland, the plates comply with the rules, are legible and in suitable condition. A different county code does not by itself require replacement. A foreign number does not become a retainable Polish registration.
Request retention in the application and prepare the plates for inspection and legalisation according to the authority's instructions. Damage, non-compliance or choosing a new number changes the calculation. Old black plates or others failing current conditions cannot be promised retention.
In an eligible Polish-plate retention case, a temporary permit can be unnecessary, reducing the charge. If a temporary document is required, the corresponding item is added. Personalised plates are an owner's choice carrying a separate high charge, not a compulsory registration service.
Deadlines: starting events and exceptions
| Ground | Deadline | Starting point |
|---|---|---|
| Acquisition in Poland | 30 days | Acquisition date |
| Brought from the EU | 30 days | Date brought into Poland |
| Imported from outside the EU | 30 days | Release for free circulation by KAS |
| Inheritance under the special rule | 60 days | Final judicial confirmation of inheritance or notarial inheritance certificate |
| Business trading in vehicles | 90 days | The relevant statutory event |
| Purchase of a vehicle temporarily withdrawn from road use | Special start of the general period | Expiry of the withdrawal specified by the decision |
The exact provisions appear in the current Road Traffic Act. Exceptions cover special cases, including certain documented events before the deadline expires. Do not extend a professional trading exception to a private buyer who merely intends to resell quickly.
The buyer needs to submit the application on time, not receive a printed permanent document within that same period. However, a formally empty filing is not a safe workaround: failing to remedy deficiencies when requested also has consequences. Retain submission evidence and answer requests promptly.
The seller of a Polish-registered car separately reports disposal within 30 days. The buyer's registration application does not replace the seller's obligation, or vice versa. The official notification guidance expressly distinguishes acquisitions under the new system from the previous procedure.
A separate exception applies where the owner disposes of the car before the applicable application deadline: the stated registration obligation does not apply to that owner. This is not exclusively a vehicle trader’s privilege. For a car acquired in Poland, the law also covers certain documented events before the deadline, including dismantling or theft. Do not substitute an oral explanation for evidence of the prescribed event or treat a planned future sale as already completed. The seller’s duty to report disposal of a registered vehicle is assessed separately.
| Breach | Amount | Qualification |
|---|---|---|
| Ordinary owner fails to apply in time | 500 PLN | Applicability assessed under Article 140mb |
| No application within 180 days of the original event | 1000 PLN | Not 180 days after the first late day |
| Vehicle-trading business misses its deadline | 1000 PLN | Special owner category |
| Higher sanction applies to the trading category | 2000 PLN | Under the conditions of that Article |
| Disposal not reported | 250 PLN | Separate seller obligation |
| Deficiencies not remedied when requested | The applicable statutory sanction | Do not ignore the correction deadline |
After missing a deadline, do not falsify the contract date. Submit truthful documents and address the separate penalty proceedings. If you receive a decision, check the stated appeal route. A telephone request to “please do not fine me” is not a substitute for the available legal remedy.

Cost: administrative charges apart from other expenses
| Item | Amount | When applicable |
|---|---|---|
| Dowód rejestracyjny | 54,00 PLN | Registration certificate |
| Legalisation sticker set | 12,50 PLN | The relevant set |
| Pozwolenie czasowe | 13,50 PLN | Where a temporary permit is issued |
| Standard car plates | 80,00 PLN | A new set |
| Personalised car plates | 1000,00 PLN | Instead of standard plates when selected |
| Power of attorney | 17,00 PLN | Unless exempt from stamp duty |
| Photographs, translation, insurance, taxes and inspection | Separate | Not included in registration charges |
The official registration service prices the certificate and legalisation at 66,50 PLN. With new standard plates and a temporary permit: 54,00 + 12,50 + 13,50 + 80,00 = 160,00 PLN. Retaining Polish plates without a temporary document costs 66,50 PLN; if a temporary permit is required, the total is 80,00 PLN.
An import with ordinary new plates has the same basic administrative charge of 160,00 PLN, but applicable taxes, inspection, translations, transport and possible technical adaptation are additional. It cannot be advertised as the complete cost of bringing the car into Poland.
A chargeable power of attorney adds 17,00 PLN to the 160,00 PLN option, giving 177,00 PLN. An exemption covers certain close relatives, including a spouse, ascendants, descendants and siblings; do not extend it to any acquaintance or all relatives by marriage. A paid intermediary's commission is a separate service.
In the ordinary calculation, personalised plates replace the 80,00 PLN item with 1000,00 PLN: the total is 1080,00 PLN. Before paying, check your option and authority's bank details. Do not add the abolished old windscreen sticker or a former registration charge from an outdated list.
Building your budget without false precision
First choose just one registration branch: retaining eligible plates or obtaining new ones. Then add a power of attorney if genuinely needed and not exempt. The next layer consists of expenses not collected by the registration department: tax, insurance, inspection, translation and transport. This avoids counting plates twice or calling the whole budget a government fee.
Obtain separate quotes from the translator and insurer using your own details. OC depends on the vehicle and policyholder; another person's example is not a reliable premium. For an imported car, translation requirements depend on its paperwork and adaptation work on its construction. Until these items are known, leave them as separate unpriced lines rather than inventing an average final total.
Send payments to the competent authority's account with the correct reference. Registration, PCC and excise have different payment routes. An incorrect transfer cannot automatically be credited by another office. Keep confirmations identifying the car and payer; if you make a mistake, clarify correction or refund with the recipient before making another payment on an intermediary's advice.
PCC-3: private purchase, invoices and exclusions
For an ordinary taxable used-car purchase from a private individual, the buyer calculates PCC at 2% of market value. The return and payment are due within 14 days of liability arising. At a market value of 30000 PLN, tax is 600 PLN even if a lower contract figure seems convenient. Actual defects inform valuation; they do not justify an invented price.
A sale of movable property with a tax base not exceeding 1000 PLN is exempt. For a transaction subject to VAT or the relevant VAT exemption, PCC exclusion rules apply; a typical properly taxed dealer sale is not the same as a private sale. But any sheet headed faktura does not by itself establish the tax result.
For a foreign transaction, the item's location, place of conclusion and other territorial conditions matter. Buying from a foreign person is neither automatically exempt nor always taxable. Gifts and inheritance require separate tax analysis. PCC and akcyza are different taxes with different grounds.
The finance ministry's vehicle guidance explains the rate, base and deadline; current PCC forms are available through the declarations system. Select the competent tax office and correct payment rather than substituting registration charges.
A car from Germany or another EU country
- Obtain the genuine contract or invoice and all foreign registration-document parts.
- Before export, arrange lawful delivery: valid registration, insurance and the country's export arrangements, or transport on a carrier.
- Keep the actual date the vehicle enters Poland for the registration deadline.
- Check the passenger-car tax position: excise, exemption or no liability.
- Establish inspection recognition and any missing technical data.
- Prepare required translations, Polish OC and the registration documents.
- Apply and complete document collection.
For an ordinary passenger car with an engine no larger than 2000 cm³, standard excise is 3,1%; above that, 18,6%. Hybrids and other powertrains have special rates or exemptions. The marketing term “hybrid” is not sufficient proof of relief. Check technical classification and the official rates.
The simplified AKC-US declaration is due within 14 days after liability arises, payment within 30 days, but no later than the relevant registration stage. The liability date is not always the purchase date: it depends on the sequence of acquisition and movement. PUESC explains this in detail.
An example with an expressly assumed tax base of 40000 PLN and standard rate of 3,1% gives excise of 1240 PLN. Adding registration at 160 PLN gives 1400 PLN, excluding OC, translation, inspection and transport. If an ordinary inspection costing 149 PLN is also needed, this part of the budget becomes 1549 PLN. The actual tax base and classification must be supported, not selected to fit the example.
A new means of transport for VAT is a separate case. The criteria include no more than 6 months from first use or mileage not exceeding 6000 km; a car that looks used may meet that definition. Do not automatically apply an old EU car's tax route. Establish VAT and the new-supply paperwork before payment.
Non-EU imports: Ukraine, the USA and customs release
When bringing a vehicle from Ukraine or the USA for permanent registration, start with customs status rather than a wydział komunikacji appointment. Temporary use of a foreign car and release for free circulation are separate procedures. Any owner's presence in Poland cannot be treated as an automatic exemption from charges.
You need ownership, foreign registration, customs and applicable excise documents, followed by technical conformity and registration. Customs duty, import VAT and relief depend on origin, customs value, category and the import ground. Moving residence can involve specific conditional relief; it is not granted to every foreign national on presentation of a passport.
Do not use a universal fixed “customs clearance cost”. An American vehicle may need lighting changes and other work to meet Polish requirements; passing an overseas inspection does not guarantee Polish registration. Before purchasing, assess technical feasibility, documents and delivery costs.
Check customs and tax formalities through official PUESC services and the competent KAS authority. Proof of excise payment, no liability and exemption are different documents. Use the basis actually applicable to registration.

Badanie techniczne: a valid inspection and current price
An authorised stacja kontroli pojazdów carries out the inspection. Check the result, date and validity, not merely the claim that “it has an inspection”. For an ordinary new passenger car, the basic schedule is first before 3 years, next before 5 years from first registration and no later than 2 years after the previous inspection, then annually. Some categories need more frequent checks, including certain special uses and gas equipment.
The current basic charge for an ordinary periodic passenger-car inspection is 149 PLN; for an applicable gas-equipped car, the typical combined amount including the extra check is 245 PLN. Do not replace the 2025 fee amendment with the old 98 PLN price. Additional examinations, defect rechecks and other vehicle types are priced separately.
A valid inspection from an EU state can be taken into account under the applicable rules, but the foreign document and information must establish eligibility. Do not automatically send every car for a new Polish test or promise recognition of any foreign piece of paper. If data is missing or uncertain, establish the required examination.
Without valid road authorisation and the necessary documents, do not drive to the station just because you are “going for an inspection”. Arrange lawful delivery. A station examines the vehicle; it does not fix ownership paperwork, customs or missing OC.
The fee is confirmed by the amendment to the official inspection-fee table. Examinations required on a separate ground should not automatically be considered included in the ordinary charge.
OC: check on purchase day, not after new plates arrive
A Polish-registered vehicle must retain compulsory third-party liability insurance, OC. Check cover for the particular date through the UFG service, obtain policy details and contact the insurer. A photograph of the policy without checking its period is insufficient.
The previous owner's valid policy transfers under the applicable rules, but the insurer may recalculate the premium, and unpaid instalments need attention. Most importantly, a policy received from the seller does not automatically renew for the next period. Arrange continuing cover beforehand without a gap; coordinate termination of the previous policy with the start of the new one.
If the registered vehicle you buy has no OC, resolve that on the ownership-transfer day under the applicable rule, rather than waiting for the office appointment. Do not drive uninsured. Keeping a registered car in a garage and not using it generally does not remove the obligation for continuous cover.
Consequences include a UFG charge for the gap and a risk of recovery of compensation paid on the responsible person's behalf. The charge depends on category, gap duration and year; it is not the registration penalty. The Financial Ombudsman explains current buyer obligations. Your premium is individual and is not part of the 160 PLN registration charge.
After applying: temporary documents and completion
Temporary registration usually lasts 30 days. If the permanent document is not ready, a further 14 days can be provided to resolve outstanding issues. Do not assume waiting without contact automatically extends the temporary authorisation. Check the document's date and your authority's process.
Check VIN, name, address, technical details and number immediately at issue. Keep the decision, receipts and tax evidence. Establish how to collect the permanent certificate, return the temporary one and involve a representative. After receiving new plates, tell the insurer through its procedure.
Record the next inspection and OC expiry dates separately. Do not wait for the bank or seller to remind you: these are your continuing responsibilities. A new certificate does not automatically establish that every tax and insurance instalment has been paid.
If the application is not accepted or the case is delayed
Establish the specific reason: the wrong authority, a missing document, disputed ownership, expired inspection and incorrect data require different responses. Ask for a clear explanation of the deficiency and keep any official request issued. Rewriting a contract date yourself or using someone else's address does not remedy the problem. Submit further documents under the case number and keep delivery evidence.
A refusal to register is different from an oral comment at the counter. If a decision is issued, read its reasons, appeal procedure and deadline. Do not borrow a deadline from someone else's story or a forum. During delays, separately monitor temporary registration, insurance and roadworthiness: silence does not automatically extend every document. Before the next journey, ensure you have a valid basis for using the vehicle.
Common mistakes and how to avoid them
- Confusing booking with timely filing — retain evidence of acceptance.
- Getting the VIN wrong — compare the vehicle and every document before signing.
- Signing with an absent person — check the real seller and ownership chain.
- Bringing incomplete foreign paperwork — establish all parts and translations in advance.
- Forgetting PCC — the tax deadline runs independently of the appointment.
- Expecting the seller's OC to renew — arrange the next period yourself.
- Confusing excise payment with customs release — check each applicable obligation.
- A power of attorney that excludes registration — specify its scope.
- Assuming any old plates can be kept — Polish registration, compliance and condition matter.
- Treating an inspection as indefinite — check the date and category.
Correct contract errors truthfully with the parties involved. Do not reproduce someone else's signature or change a date to meet a deadline. If further documents are requested, ask which deficiency needs remedying and comply on time. Distinguish missing paperwork from an administrative refusal with an appeal procedure.
Six practical scenarios
These are hypothetical examples with expressly assumed costs, not actual buyer stories.
A Ukrainian card holder buys from a private owner
The car is registered in Poland, its market value is 30000 PLN and the transaction is ordinarily taxable. Check VIN, ownership, OC and inspection, and file PCC within 14 days: 600 PLN. Retaining eligible plates without a temporary document costs 66,50 PLN; these items total 666,50 PLN. OC and any inspection are separate, and registration is applied for within the general deadline.
A foreign buyer has no residence card
Before the deal, establish identity documents, the residence basis and address evidence for the competent authority. Do not enter a fictional PESEL. Standard new plates give a base charge of 160 PLN, but acceptance of a particular document set is not guaranteed in advance. Taxes and insurance depend on the transaction, not citizenship.
A family brings a car from Germany
Record the entry date, gather foreign document parts and translation, and check excise and inspection. With an assumed base of 40000 PLN and rate of 3,1%, excise is 1240 PLN, plus registration of 160 PLN. Another engine, relief or a new vehicle for VAT changes the calculation; delivery and OC are excluded.
Buying from a dealer against an invoice
Check the invoice's tax treatment and documents. Where PCC exclusion applies, do not automatically add the private-sale 2%. An authorised showroom may submit registration through the official service; the standard set is 160 PLN, dealer service and OC separate. An intermediary's charge is not a government fee.
The registration deadline has been missed
Submit genuine documents immediately without changing the contract date. An ordinary case is assessed for a 500 PLN sanction; a statutorily prolonged failure for 1000 PLN. This is separate from the basic 160 PLN for new plates; the result depends on the decision and facts. Remedy document requests promptly.
Registering through a representative
Sign the authority, transfer required originals securely and keep copies. For a chargeable power of attorney and standard registration, 160 + 17 = 177 PLN. A statutory family exemption may remove stamp duty; commercial remuneration remains separate. Check that collection of the permanent document is covered.
Polish wording and official forms
Appointment: Chcę złożyć wniosek o rejestrację samochodu. Proszę o wskazanie właściwego trybu i terminu wizyty.
Documents: Jestem obywatelem/obywatelką [państwo], mieszkam pod adresem [adres], posiadam [dokumenty]. Nie mam nadanego numeru PESEL. Jak prawidłowo wypełnić dane i potwierdzić właściwość urzędu?
Plates: Wnoszę o zachowanie dotychczasowego polskiego numeru rejestracyjnego.
These messages do not replace the official Gdańsk application or the local power-of-attorney template. For another authority, use its current forms. Do not send a foreign document to an unknown “registration agent” through a messenger.
Frequently asked questions
Can I register without PESEL?
Not having a number is no reason to enter someone else’s. Before applying, agree identification fields and evidence with the authority according to your citizenship and document. There is no guaranteed identical checklist for every foreign national.
Is a residence card mandatory?
Not for everyone without exception. Identity, residence grounds, place of residence and applicant category matter. Passports, visas, EU documents and other grounds are assessed in their own circumstances.
How much is registration?
Ordinary new car plates with a temporary permit cost 160 PLN. Retaining eligible Polish plates without a temporary permit costs 66,50 PLN. Taxes, OC, inspection and translation are separate.
What is the deadline?
Usually 30 days, but the event depends on domestic purchase, arrival from the EU or customs release. Inheritance and trading have special periods. It is a filing deadline, not a production deadline.
What happens if I am late?
Ordinary failure to apply carries 500 PLN; a prolonged failure under the statutory conditions carries 1000 PLN. The trading category has different amounts. Do not alter the transaction date or ignore requests.
Can I retain another county’s plates?
Yes, if the Polish plates and vehicle meet retention conditions. The county alone does not require replacement. Condition, legibility and compliance are mandatory.
Do I need meldunek?
It may evidence the address, but competence follows the relevant place of residence. Without address registration, establish acceptable proof rather than choosing a random office.
Where do I pay PCC?
To the competent tax authority through the designated channel, not the registration account. Normally file and pay within 14 days at 2% of market value unless an exclusion applies.
Can OC wait until registration?
Do not postpone cover. For a purchased registered vehicle without OC, the obligation arises under the rules already on acquisition. Check the policy and continuity; do not drive uninsured.
What is needed for a car from Germany?
Genuine ownership and registration documents, entry date, applicable excise, inspection, translations and OC. Check separately whether it is new for VAT, any relief and engine classification.
Can everything be done online?
Only within the competent authority’s service. A scan does not always replace originals, plates or remaining steps. Establish the actual filing route, not just appointment availability.
Can a representative do it?
Yes, with proper authority and documents. The general 17 PLN stamp duty has prescribed exceptions. Agree document collection and secure transfer of originals too.
What if the contract contains an error?
Correct it truthfully with the parties before submission. Do not alter VIN, signature or date yourself. If the office asks, identify the deficiency and meet the correction deadline.
How do I register a non-EU car?
Handle the customs procedure, applicable VAT and excise, technical conformity, inspection and registration separately. No single fixed total exists without value, origin and category.
Final checklist
Before buying: owner, VIN, ownership chain, inspection, OC, import documents, your address and foreign-applicant documents.
Immediately afterwards: genuine acquisition/entry date, continuous OC, applicable taxes and deadlines, required translation and plate choice.
On filing and afterwards: timely application, originals and authority, payments and acceptance evidence, replies to requests, temporary validity, permanent document collection and an OC/inspection calendar.
Sources and currency
The procedure was checked against the Road Traffic Act, Ministry of Infrastructure, gov.pl, Gdańsk's service, finance ministry and PUESC tax guidance, UFG and the Financial Ombudsman. Links accompany actions and calculations. There is no invented average OC premium, guaranteed registration without documents or universal customs amount. Import relief, unusual classification and disputed ownership need individual information. Future proposals are not presented as current charges.
