What matters the division decides
The Wydział Spraw Cudzoziemców at Pomorski Urząd Wojewódzki handles residence cases and the other foreign-national matters listed on its official page. For PESEL and meldunek you should contact the municipality, not here. The usual new application for residence is made at the MOS; a visit to the office may be required later on appointment.
Where to come and where to send letters
The location of the department’s customer service: ul. Chmielna 74/76, 80-748 Gdańsk. Address for paper correspondence: Pomorski Urząd Wojewódzki, ul. Okopowa 21/27, 80-810 Gdańsk. The official page warns: letters to another address will not be accepted as delivered. Do not use the address of the main building as the automatic address of any visit.
Reception hours
The checked page lists Monday 8:00–18:00 and Tuesday–Friday 8:00–15:15. Break: Monday 13:30–14:00; other working days 11:30–12:00. This clock does not replace the record or the appointed time from wezwanie. Please check the page for holiday changes and registration requirements before traveling.

The ordinary email is convenient for information but does not replace the proper filing of a statement, formal supplement or complaint.
Online and in-person visit
Service rules and electronic tools are available on the departmental website wsc.gdansk.uw.gov.pl. For the new standard statement, use the statewide MOS. For the appointed visit, take the call and specifically the originals listed in it; do not come only with scans in the phone, if they require a passport.
How to avoid a useless trip
Before leaving, check: whether it is your voivodeship, whether a record is required, what address is indicated in the summons, which body is handling the case and whether there is a number. If the case is still under consideration, a visit to the ready-to-issue card office will not speed up the decision. If the question concerns the work permit of the employer, use the contact of the relevant department from the list of departments.
